Here's a wrinkle I hadn't foreseen: take one huge tsunami, mix it with 20 year war of independence (still ongoing), and top it off with a now random sprinkling of cheap anti-personnel mines. Makes one bloody mess, serves several hundred thousand.

We have a fairly large ,a href="http://www.wood.army.mil/hdtc/dodhma.html">program devoted to training people in demining, and from the sounds of it, the Sri Lankan government has taken that training.
