Here's a wrinkle I hadn't foreseen: take one huge tsunami, mix it with 20 year war of independence (still ongoing), and top it off with a now random sprinkling of cheap anti-personnel mines. Makes one bloody mess, serves several hundred thousand.

The mine model they mention is an old Spanish one, probably made before most of the world started making them to detonate after a certain time. (That way, there's only so long a mined area would be dangerous.)

At least it's metal, making it easier to find.

We have a fairly large ,a href="http://www.wood.army.mil/hdtc/dodhma.html">program devoted to training people in demining, and from the sounds of it, the Sri Lankan government has taken that training.
